(b)in the case of expansion of an existing industry whether the expension-(i)is merely marginal;(ii)is intended for the purpose of balancing of equipment;(iii)involve the manufacture of certain related items;(iv)does not involve the manufacture of new items not related to the manufacture of existing items;
