Section 180(a) in Police Regulations, Bengal , 1943
(a)The Inspector-General may correspond direct with his opposite number in the United Kingdom and colonies only in connection with the investigation of a specific crime of a non-political character. Copies of all such correspondence with officials in the United Kingdom and colonies should be submitted to State Government for information and report to the Central Government.
