Section 17(e) in The Uttar Banga Krishi Viswavidyalaya Act, 2000
(e)to make proposals to the Executive Council for creating the provisions for enabling the University to undertake specialised or advanced research and for organisation of specialised laboratories for undertaking advanced research in the University;
