Section 17(1) in The U.P. Document Writers Licensing Rules, 1977
(1)The Inspector-General of Registration, Uttar Pradesh, may, for the purposes of satisfying himself as to the correctness, legality or propriety of any action taken under Rule 15, in any case, call for and examine the record of any such case and may pass such orders as he thinks fit.
