Section 12(3)(b) in National Housing Bank (Officers') Service Regulations, 1997

(b)If, however, two or more officers have joined on the same date and no rank is allotted to them at the time of their recruitment, seniority in the common seniority list shall be determined on the basis of their date of birth.
