Sixteenth Loksabha an> Title: Need to review the decision to make BIS certification mandatory for electrical transformers.

 

SHRIMATI RAKSHATAI KHADSE (RAVER): The Government is making it mandatory for the electrical transformer of any Size & Capacity in the country to have BIS Certification (IS 2026) and the necessary amendment has also been executed in the Energy Conservation Act, 2001. Making the electrical transformer under BIS certification is a welcome step but it should not be made mandatory because the cost involved to go through BIS certification certainly results in cost-escalation and can see any rise between 40% and anywhere near 75-80% and the country like India will certainly cannot afford this type of sudden price rise and many a time this will lead to unfair practice. Rather the maintenance of transformer on the other hand needs urgent attention by providing certain norms irrespective of the emergencies in existence. Hence, this area of electrical transformer needs immediate attention of Government. Hence, I request to review the proposal of making mandatory of BIS Mark & Certification for all electrical transformers manufactured in the Country.
