Section 10(1) in The Rajasthan Municipal Service Rules, 1963
(1)Subject to the provisions of these rules and the directions of the Government, if any, the Director shall determine at the commencement of each year the number of vacancies anticipated in each grade under different categories during the calendar year and the number of vacancies likely to be filled by each method.
