Section 6(v) in Rules for admission into M.D. courses Ayurveda, Unani and Homoeopathy in the colleges of Indian Systems of Medicine and Homoeopathy in the State of Andhra Pradesh
(v)If a local candidate in respect of a local area is not available to fill up any seat reserved or allotted in favour of local candidate in respect of that local area, such seat shall be filled as if it has not been reserved.
