Section 9(1) in The Orissa Legislative Assembly Deputy Speaker's Motor Car Advance Rules, 1968
(1)At the time of drawing the advance, the Deputy Speaker shall execute an agreement in Form I and on completing the purchase, he shall further execute a mortgage bond in Form II hypothecating the motor car to the Governor of Orissa as security for the advance.
