Section 337(b) in The City of Nagpur Corporation Act, 1948
(b)if the [Commissioner] has by notice in the prescribed manner during the prevalence of rabies directed that dogs shall not be at large without muzzles, shall be punishable with fine which may extend to twenty rupees.
