Section 28 in The Actuaries (Election To The Council) Rules, 2008
28. Vacancy in any seat not to hold up constitution of the Council .-If for any reason any seat or seats is not filled up after the election, it shall not be deemed to hold up the constitution of the Council under sub-section (1) of section 12 of the Act.
