Section 2(b) in The M.P. Public Services (Promotion) Rules, 2002
(b)"Backlog" means the reserved vacancies for Scheduled Castes and Scheduled Tribes in all cases of promotion which have remained unfilled during the earlier year or years due to any reason whatsoever to be filled up by promotion as a distinct group in the next year/years;
