Section 31(6) in The Orissa Agricultural Produce Markets Rules, 1958
(6)All questions which may come before the Sub-Committee at any meeting shall be decided by the vote of majority of the members present at the meeting and in every case of votes, the Chairman or the presiding member shall have and exercise a second or casting vote.
