Section 151(1) in The Bihar Motor Vehicles Rules, 1992
(1)The stability of a double decked public service vehicle shall be such that when loaded with weights of 50 kilograms per person placed in the correct relative position, to represent the driver and conductor (if carried), and a full complement of passengers on the upper deck only, if the surface on which the vehicle rests were tilted to either side to an angle of 28 degrees from the horizontal, the point at which over turning occurs would not be reached.
