Section 5(1) in Andhra Pradesh Farmers Management of Irrigation Systems Act, 1997
(1)The Government may, by notification and in accordance with the rules made in this behalf, delineate every command area of the irrigation system, [comprising of five or more] [Substituted 'comprising of two or more' by Act No. 7 of 2003, dated 24.4.2003.] Water Users Associations, and declare it to be a distributory area for the purpose of this Act.
