Section 2(1)(vii) in The Andaman and Nicobar Islands Port Rules, 2004

(vii)"Deputy Conservator" means the officer to whom powers have been delegated to function on behalf of the Conservator of Ports of Andaman and Nicobar Islands and includes any other officer acting under his authority to exercise or perform the functions, under the Indian Ports Act, 1908 (15 of 1908)
