Section 106(1) in The Orissa Co-operative Societies Rules, 1965
(1)The Sales Officer shall, on the day of sale cause proclamation of the time and place of the intended sale to be made by beat of drum or other customary mode in the village in which the defaulter resides or the attached property is kept or in such other place or places, as the Sale Officer may consider necessary to give due publicity to the sale.
