Whenever surveillance is required or permitted by these Rules, isolation shall not be substituted for suverillance unless the Health Officer of the port where the suspect arrives or any other health authority to whom he is required to report during the period of surveillance considers the risk of transmission of the infection by the suspect to be exceptionally serious.
