Section 2(12) in The Calcutta Municipal Corporation Act, 1980
(12)"cart" means any cart, hackney or wheeled vehicle with or without springs, which is not a "carriage" as defined in this section, and includes a hand-cart [or a cycle van or a push van] [Words inserted by W.B. Act 13 of 1984.], but does not include any wheeled vehicle which is propelled by mechanical power or its trailer;
