(4)The [Municipality] [Substituted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.] shall have the same power to inspect and to require alteration or addition in the enclosed place or building as the Executive Officer and may either grant or withhold the licence or make such order as it thinks fit.
