ORDER
1. The Appellant filed an RTI application dated 03.10.2023 seeking information on the following points:
As we have two papers for the 227 course of BLIS exam, 35 marks each one for Part 1: Classification Practice: DDC 1(35 marks) and Part 2: Cataloguing(35 marks) I have attempted the whole paper but was surprised by the marks received i.e.BLIE227 marks obtained 19/70 , also tried to apply for re-valuation but no Page 1 of 4 option was seen in the dropdown list of revaluation page, hence it is requested to please provide a copy of the answer sheet of the same paper and I am ready to pay the fees as per norms . I called the below numbers but they are no reachable: Tel.
No.: 011-29533869-29533870. Also filed CPGRAM, but the results would be declared hence filing RTI. Also please provide the solved practical papers for the following course:

2. The CPIO replied vide letter dated 04.10.2023 and the same is reproduced as under :-
"It is to inform you that University has a provision to re-evaluation and obtaining the photocopy of the Answer Script and, by applying through online paying the requisite fee subject to the condition that student should be eligible to apply under this Scheme within 40 days of declaration of the results. A link for apply online is mentioned below: https://onlineservices.ignou.ac.in/reevaluation/"
3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 05.10.2023 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 12.10.2023 stated as under:
"With this regard to the information sought pertains to the Regional Centre concerned. Hence, your request is being forwarded to the Regional Centre Pune Page 2 of 4 for necessary action. For any further information in this regard you are advised to contact Regional Centre Pune."
4. Aggrieved with the FAA's order, the Appellant approached the Commission with the instant Second Appeal dated 06.11.2023.
5. The appellant remained absent and on behalf of the respondent Shri Jagram Meena, CPIO and Shri Gyan Prakash Kujur, attended the hearing in-person.
6. The respondent while defending their case inter alia submitted that the appellant had sought solved practical papers of courses for the years 2017 to 2023. However, the preservation period for the answer books of students is one year. On receipt of the RTI application, they had coordinated with the concerned Regional Centre and Regional Centre, Bhopal had provided answer book for the course BLIE227 December, 2022 containing 36 pages. However, answer books for the remaining courses were not available under their custody.

The Commission after adverting to the facts and circumstances of the case, hearing the respondent and perusal of records, observes that the respondent replied on 04.10.2023 and advised the appellant to obtain the copies of answer books under the Scheme of the University, within a period of 40 days from the date of declaration of results. Furthermore, during the hearing the respondent informed that the Regional Centre, Bhopal had provided answer books for the course BLIE227-December 2022. The Commission notes inconsistency in implementation of the policy regarding furnishing of answer books by different Regional Centres of IGNOU. Considering the fact that answer book for BLIE227-December 2022 was made available to the appellant, it raises ambiguity in terms of availability of answer papers for the course of BLIE227 June, 2022. In view of the above and lack of clarity with respect to retention period of answer scripts, the respondent is directed to provide a revised response to the appellant after confirming the availability of the answer scripts of the averred courses for the period June, 2023, within 15 days from the date of receipt of this order, under intimation to the Commission. The respondent is hereby advised to ensure uniformity in implementation Page 3 of 4 of the retention period while responding to RTI applications received in future, with respect to disclosure of answer scripts. With these observations and directions, the appeal is disposed of.
Copy of the decision be provided free of cost to the parties.
