39D. Power of Commissioner to cause reports to be taken of the Proceedings of public meeting.—
The Commissioner of Police may, by order in writing, depute one or more Police-officers, not below the rank of Head Constable, or other persons, to attend any public meeting for the purpose of causing a report to be taken of the Proceedings of such meeting if in the opinion of the Commissioner of Police, to be recorded in writing, the meeting is likely to promote sedition or disaffection or to cause disturbance of the public peace and tranquility.
