Section 45(1) in The Rules For the Administration, Admission and Rehabilitation of Persons in Homes and Shelters, 1970
(1)The Superintendent or the Assistant Superintendent shall give effect to the resolutions of the Committee or the Sub - Committee. If, in the opinion of the Superintendent or the Assistant Superintendent any resolution of the Committee or Sub - Committee is inconsistent with the rules or instructions in force or inexpedient or involves extra expenditure to Government, he/she shall, before giving effect to it submit such resolutions for orders of the Chief Inspector, and shall intimate to the Chairman the fact of having done so.
