(3)The Chief Executive Officer of the Janpad Panchayat or Zila Panchayat may present at any meeting of any Standing Committee and may explain or make a statement in regard to any subject under discussion at such meeting. In the absence of Chief Executive Officer. Additional Chief Executive Officer may present in such meeting and perform said functions.]
