Section 7 in The Maharashtra Industrial Relations Act, 1946

7. Board of Conciliation

(1)When an industrial dispute arises the State Government may, by notification in the Official Gazette, constitute a Board of Conciliation for promoting the settlement of such dispute.The Board shall consist of a Chairman who shall be an independent person and an even number of members.
(2)Every member shall be either an independent person or a person chosen by the State Government from a panel representing the interests of the employers or employees, provided that the number of person chosen from panels representing employers and the number chosen from panels representing employees shall be equal. Such panels shall be constituted in the manner prescribed.
(3)If any vacancy occurs in the office of the Chairman or a member of the Board before the Board has completed its work, such vacancy shall be filled in the manner prescribed and the proceedings shall be continued before the Board as so reconstituted from the stage at which they were when the vacancy occurred.Explanation.—For the purposes of this section a person shall be deemed to be an independent person if he is unconnected with the dispute for the settlement of which the Board is constituted and the industry directly affected by the dispute.
