Power to direct goods not to be landed from or shipped upon seagoing vessels save at docks, etc. erected by Commissioners.- Without the express sanction of the Commissioners in meeting and except in accordance with the conditions which the Commissioners in meeting may by resolution prescribe, no goods shall be landed or shipped from or upon any sea-going vessel within the port save at the docks, wharves, quays, stages, jetties or piers erected under this Act.
