Section 35(2) in Tamil Nadu Local Bodies (Election of Members to the District Planning Committee) Rules, 1999
(2)If any difficulty arises in giving effect to the provisions of these rules, or in holding the election, the State Election Commission as occasion may require, may, by order, do anything which appears to it necessary for the purpose of removing the difficulty.
