Section 12(1)(a) in The Orissa Consolidation of Holdings and Prevention of Fragmentation of Land Rules, 1973

(a)ascertaining from the members of the Consolidation Committee and the land-owners of the unit, the best plot or plots of the unit, regard being had to productivity, location, availability or irrigation facilities and any other relevant factors having a bearing on the valuation of such plots; and
