Section 354(2) in The Orissa Municipal Corporation Act, 2003
(2)If any building, wall or other structure be so erected or re-erected or any street dr minor railway be so constructed the Commissioner may, with the approval of the Standing Committee, cause the same to be removed or otherwise dealt with in such manner as may appear to him, fit,and the expenses thereby incurred shall be paid by the person offending.
