Section 8(3) in Bihar Trade Articles (Licenses Unification) Order, 1984
(3)The Licensing Authority shall also refuse to grant a licence for a particular trade article, if-(a)a licence has already been issued to another dealer at the same place of business for the trade articles for which the applicant has applied for; or(b)the applicant has applied for both wholesale and retail licence for the same trade article.
