Section 7(1) in J&K State Haj Committee Rules, 2013
(1)The Chairperson shall be at liberty to omit from a notice of motion any matter which he considers to be libellous or grossly offensive and, if he deems proper, disallow a motion altogether on the said ground. The Chairperson may also direct any matter which, in his opinion is libellous or grossly offensive, to be omitted from the minutes of the proceeding of the meeting.
