If the distillery works at other than the ordinary hours, by day the Inspector shall remain present within the distillery enclosure, but except in case of emergency, the licensee shall not require him to lock or unlock any receiver, vat or other part of the plant; and he shall lock the outer door of the distillery and shall not allow any person to enter or leave the distillery enclosure, except in accordance with the arrangements to be made with the sanction of the Collector for the convenience of persons who may be permitted to enter or leave the distillery at fixed hours, in connection with the operations being carried on.
