1. Exemption is allowed, subject to all just exceptions.

2. The application is disposed of.

The petitioner has filed the present petition, inter alia, praying that directions be issued to respondents no.2 and 3 not to dispossess or obstruct the petitioner from carrying out his business at the site described as "Readymade Garments shop in front of Building No.17/4, Ambika Print, Selection main market, Tilak Nagar West Delhi-110018".

4. The petitioner claims that he has applied for the Certificate of Vending (CoV) and has also annexed the Letter of Recommendation. However, the CoV has not been issued as yet. He submits that the petitioner would be satisfied if the respondents/concerned TVC are directed to consider the petitioner's request for the CoV and the petitioner be also included in the survey that is likely to be carried out. The said request is not opposed.

5. In view of the above, the present petition is disposed of by directing the respondents to consider the petitioner's application for the CoV. The petitioner is also entitled to participate in the survey and furnish all the material and documents to establish that he was carrying on vending activities. Needless to state that the concerned TVC shall consider the same at an appropriate stage.

6. The petition is disposed of in the aforesaid terms. Pending application is also disposed of.
