- The Register and the Indexes to the Register shall be open to inspection by any person on a written application. Documents kept in the Registrar's office and other papers filed in connection therewith shall be open to inspection by any person applying therefor, provided the applicant satisfied the Registrar that he has sufficient interest in the contents of the document and paper, if any for inspection of the Register will not serve the purpose.
