Section 7(5) in Haryana Murrah Buffalo and Other Milch Animal Breed Rules, 2002
(5)All questions at a meeting of the Board shall be decided by the votes of the majority of the members present and voting :Provided that the Chairman of the Board or the Vice-Chairman of the Board or the person presiding over, as the case may be, shall, in addition to his vote as a member, have a second or casting vote.
