Section 71(xix) in The Madras City Police Act, 1888
(xix)Using indecent or threatening language-- Whoever uses any indecent, threatening, abusive or insulting words or behaves in a threatening or insulting manner, or posts up of affixes or exhibits any indecent, threatening, abusive or insulting paper or drawing with intent to provoke a breach of the peace, or whereby a breach of the peace may be occasioned.
