The Appellant had filed an RTI Application seeking information under the provisions of RTI Act 2005 on the following five points

(ii) Whether before granting of recognition certificate (provisional or permanent) Building safety Certificate of the School is asked for or not.
If yes kindly supply the copy of Building Safety Certificate of the above said Schools.
(iii) Kindly provide the copy of Health & Sanitation certificate and fire safety certificate of above said schools.
(iv) If the provisional or permanent recognition certificate had been granted to any of the above said schools without Building Safety Certificate, Health& Sanitation certificate and Fire Safety certificate kindly provide the name(s), designation and address of the authority by whom the provisional/permanent certificate had been granted.
(v) Whether any notice had been issued to any of the above said schools regarding these certificates.
The PIO/ADE (North) vide letter dated 14.06.2017 asked the Appellant to deposit Rs 28/- as cost of information contained in 14 pages (i.e.Rs 2/- per page) in the accounts branch of the district and directed to collect the information from their office on any working day between 12.00 to 1.00 p.m. Dissatisfied with the reply received from the PIO, Appellant filed First Appeal on 05.07.2017. The FAA vide order dated 26.07.2017 directed the PIO to provide revised information within 10 days of the receipt of his order.
Feeling aggrieved, the Appellant approached the Commission with the instant Second Appeal.
Facts emerging in Course of Hearing:
The Appellant is absent despite service of notice of hearing. PIO is present. PIO claims that they had already sent the revised reply to the Appellant vide their letter dated 27.07.2017. The same response is again sent by DDE(Zone-07) to Page 4 of 5 SO(RTI), Dist North vide letter dated 22.5.2019 enclosing the earlier reply sent to the Appellant on 27.07.2017.
Decision:
Since the Appellant is not present to buttress his case, it is not possible to ascertain whether he is in receipt of the revised reply and if he is satisfied. Hence, the PIO is directed to send the revised reply to the Appellant by speed post under intimation to the Commission by 20.09.2019.
The appeal is disposed off.
