(2)The plan referred to in sub-section (1) shall be prepared by the Karya Samiti of the Kshettra Panchayat with the help of the Khand Vikas Adhikari, the Vitta Evam Vikas Samiti, and the Samata Samiti in the manner prescribed and submit it to the Kshettra Panchayat.
