Section 2(k) in The Rajasthan Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2009
(k)"competent person" means a person so approved by the Chief Inspector who belongs to a testing establishment in India possessing adequate qualification, experience and skill for the purposes to testing, examination or annealing and certification of lifting gears, lifting appliances wire ropes or pressure plant or equipment;
