Section 10(5) in Bihar High Schools (Constitution, Powers and Functions of Managing Committee) Rules, 1964
(5)After the committee has been constituted for the first time, the person nominated as Secretary thereof by the President of the Board of Secondary Education, shall convene the first meeting of the committee in the premises of the school, to elect the President.
