Prayer: Writ Petition is filed under Article 226 of the Constitution of India
for issuance of a Writ of Mandamus, directing the 1st respondent to pass
orders for approval of appointment of petitioner in the post of Marker from
the date of initial appointment on 04.07.2001 based on the application
lastly submitted by 3rd respondent in letter No. Nil dated 08.02.2013 and
as per the proposal forwarded by 2nd respondent to 1st Respondent in
Na.Ka.No. 01179/E3/2013 dated 22.04.2013 with all consequential and

other attendant benefits including payment of arrears of salary to the
petitioner from the date of initial appointment, within a time frame to be
