Section 13(1) in Sikkim Urban and Regional Planning and Development Act, 1998
(1)Subject to the provisions of this Act and any rules made thereunder, the regional development plan shall indicate the stages by which development may be carried out, the network of transport and communication lines, the proposals for conservation and development of natural resources and such other matters as may have an influence on the development of the concerned area.
