Unless the fee or any part thereof is in arrears or there be any other sufficient reason a bottling licence in Form F.L. 3 may be renewed by the Collector from year to year. Application for the renewal of the bottling licence shall be made in Form F.L.B. 1 to the Collector of the district on or before February 28, each year.
