Section 13(1)(c) in The Delhi Narcotic Drugs Rules, 1985

(c)The Drugs Controller/Assistant Drugs Controller, may, on the application of a dealer requiring these drugs for manufacturing of medical preparations, recommended the following manufactured drugs, if he is satisfied about the genuineness of the formulations of the medicinal preparations for the manufacture of which the manufactured drugs are required-

(i)Medicinal opium;

(ii)Opium Alkaloid derivatives-
