Section 5(1) in Bihar Private Universities Rules, 2013
(1)The endowment fund shall be pledged in the name of Director, Higher Education Bihar, who shall also be the custodian for all documents and instruments related to the endowment fund and its investment in accordance with the provisions of the Act.
