Section 2(1)(w) in The Gurugram Metropolitan Development Authority Act, 2017

(w)"urban area" for the purposes of this Act includes rural areas in the periphery of the Municipal Corporation, Gurugram which, in the opinion of the State Government, have the potential of being urbanised;
