Section 28(ii) in The Rajasthan Municipal (Subordinate and Ministerial Service) Rules, 1963
(ii)that if two or more persons are appointed to the posts in the same grade or category under the same order or orders of the same date, their seniority shall be determined on the basis of their age (i.e. elder being the senior).
