Section 65(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)On occasions of important ceremonial reviews or international Naval displays on shore outside India, the White Ensign may be carried with naval landing parties at the discretion of the Senior Naval Officer present.In countries the Government of which is recognised by the Government of India, the White Ensign may be carried by naval detachments on important ceremonial occasions(a)when the head of the State or his representative is present; or(b)when the omission of the White Ensign might cause misunderstanding or offence.
