5. Powers of Governing Council.
- The Governing Council shall have the following powers in addition to the powers conferred upon it under section 8, namely:-(a)create and abolish, any post except that of Managing Director, Secretary and Executive Director;(b)re-designate or change the nomenclature of any post except that of Managing Director, Secretary and Executive Director.
