Section 16 in The Goa Panchayat and Zilla Panchayat (Election Procedure) Rules, 1996
16. Completion of scrutiny.
(1)The scrutiny shall be completed on the day(s) appointed by the Commissioner in this behalf.(2)The Returning Officer shall, on the same day, endorse on each nomination paper his decision accepting or rejecting the same, and, if the nomination paper is rejected, shall record a brief statement of his reason for such rejection.
